I also agree that technology skills should be assessed according to the objectives and goals of the lesson or activity. If the goal or objective of the lesson is for the students to obtain a specific technology skill, it should definitely be assessed. However, when the activity is not soley based upon technology, the content should be more heavily assessed. When students will be assessed upon technology skills, specific guidelines and limitations should be modeled and directed before the completion of an assignment.
I feel that incorporating technology into the different subject areas are great ways to introduce new skills. On top of assessing the content of the assignment, the new technology skill should also be assessed. This, however, would only be fair if the students had ample time to experiment and use the new skill. I also think that providing students with a rubric ahead of time, allowing students to understand the expectations for their assignment is very important.
